Behind the headlines: Why tackling drug harm matters to all of us

This month, 13 people were sentenced to more than 80 years in prison for their roles in organised crime conspiracies that brought millions of pounds' worth of illegal drugs into communities across Devon. The convictions followed the extensive police investigation known as Operation Midriver, which dismantled a criminal network involved in the supply of Class A and Class B drugs across the South West. The defendants were sentenced across several hearings, including at Exeter Crown Court, with the most recent sentencing taking place on 8 October.

While the sentencing is significant, it is important to remember that the true impact of drug crime cannot be measured solely by the number of arrests made or years handed down in court.

Behind every headline about drugs are real people, real communities and real harm.

The individuals convicted in this case were part of organised criminal networks that existed to make money, regardless of the damage caused to others. The investigation uncovered large-scale drug supply, violence and exploitation, including a kidnapping linked to the conspiracy.

Drug-related crime affects far more than those directly involved. It can bring violence into neighbourhoods, place vulnerable people at risk of exploitation and leave families dealing with the devastating consequences of addiction. Communities can be left feeling less safe, while support services often see the lasting impact on those struggling with substance misuse and the challenges that come with recovery.

As Police and Crime Commissioner, I know people want those responsible for serious criminality to be held accountable. They want action taken against those who profit from the misery of others, and reassurance that their communities are being protected.

The outcome of Operation Midriver demonstrates the determination of law enforcement agencies to target organised crime groups operating across Devon and Cornwall. Through detailed investigative work, partnership working and persistence, those responsible have now faced justice.

But enforcement is only one part of the picture.

If we are serious about reducing the harm caused by illegal drugs, we must also focus on prevention, education, treatment and recovery. We need to understand why people become involved in drug use, why some individuals are vulnerable to exploitation and how we can intervene earlier to support those most at risk.

That is why tackling drugs remains a priority within my Police and Crime Plan.

Alongside local policing activity, Devon and Cornwall Police continue to work with forces across the South West through Operation Scorpion, a regional initiative that targets organised crime groups, disrupts drug supply networks and protects vulnerable people from exploitation. The operation brings together the five South West police forces, the South West Regional Organised Crime Unit (SWROCU), British Transport Police, Crimestoppers and other partners to tackle the organised criminal networks causing harm across our region. The message is clear: the South West is no place for drugs.

Through my office, we are also investing £478,000 this year in activity designed to tackle drug and alcohol-related harm. This includes funding for treatment services for people within the criminal justice system, support for young adults with complex needs and investment in intelligence to help identify emerging threats and target those responsible for drug-related crime.

This work recognises that while it is vital to bring drug dealers to justice, it is equally important to support those affected by addiction and prevent people from being drawn into criminality in the first place.

Too often, organised crime groups exploit vulnerability for financial gain. Young people can be groomed into criminal activity. Adults struggling with addiction can become trapped in cycles of dependency. Families and communities are left to deal with the consequences.

Taking action against organised crime is essential, but so too is helping prevent future harm.

Every dealer taken off our streets matters. Every vulnerable person safeguarded matters. Every young person protected from exploitation matters. And every person supported into recovery matters.

The sentencing in this case sends a clear message that those involved in large-scale drug supply can expect serious consequences. Just as importantly, it reminds us why tackling drug-related harm remains such a priority.

Everyone deserves to feel safe in their community. By continuing to pursue those who profit from criminality, while supporting those affected by substance misuse and exploitation, we can help build safer, healthier and more resilient communities.

The successful conclusion of Operation Midriver is a reminder of what can be achieved through determination, collaboration and a shared commitment to protecting the people of Devon and Cornwall.

Because ultimately, tackling drugs is not just about catching offenders. It is about protecting people.
