I wanted to provide you with an update regarding Nuisance motorcycles, which people around your area have highlighted as an issue of concern on the priority survey. 🏍️⚡ Over the coming weeks, officers will be carrying out dedicated operations targeting the illegal and anti-social use of Sur-Rons and other high-powered electric bikes (e-bikes) across Gravesham.
A Sur-Ron is a powerful electric motorcycle designed primarily for off-road use. Whilst some e-bikes are perfectly legal, many Sur-Rons and modified e-bikes seen in our communities do not meet the legal requirements for use on public roads and are often ridden without insurance, registration, a driving licence, or appropriate safety equipment.
🚁 To support this activity, officers will be using a police drone to identify where these vehicles are being ridden and stored, helping us gather intelligence and take positive action against those using them illegally.
⚖️ What is a Section 59 warning?
Under Section 59 of the Police Reform Act 2002, police can take action when a vehicle is being used in a manner that causes alarm, distress or annoyance to members of the public.
✅ Officers can issue a Section 59 warning to a rider.
✅ If that rider, or the vehicle, is involved in further anti-social use within 12 months, the vehicle can be seized immediately.
🚨 Why are we concerned?
Unfortunately, we know that some Sur-Rons and high-powered e-bikes are not only ridden anti-socially but are also used to facilitate criminality.
❌ Travelling at high speeds through parks, footpaths and residential areas
❌ Endangering pedestrians, cyclists and other road users
❌ Causing nuisance, alarm and distress within our communities
❌ Being used by offenders involved in drug dealing and other criminal activity
❌ Making it difficult to identify riders due to the lack of registration plates
❌ Increasing the risk of serious injury to riders and members of the public
❌ Damaging parks, open spaces and public footpaths
🏍️⚡ Their speed, manoeuvrability and often unregistered nature make these vehicles attractive to criminals. By identifying riders and locating where these bikes are stored, we can disrupt anti-social behaviour, tackle criminality and remove dangerous vehicles from our streets.
