You raised shoplifting as a concern, so here’s a quick local update. Criminal Behaviour Order Granted – Liam Hebblewhite
In response to ongoing concerns relating to shoplifting, drug use, and anti-social behaviour (ASB), the local Safer Neighbourhoods Team has been actively pursuing Criminal Behaviour Orders (CBOs) against the most prolific offenders operating within the area.
Highbury Corner Magistrates' Court granted a Criminal Behaviour Order against Liam Hebblewhite (DOB: 19/07/2000) on 27 July 2026. The order will remain in force for five years.
Prohibitions
The subject must not:
Enter the designated exclusion area within the London Borough of Camden, as shown on the attached map.
This restriction does not prevent travel through the area by train or London Underground services. However, he must not leave the train or station within the exclusion zone except when necessary to change trains or Underground services.
Remain in any retail premises within England and Wales after being directed to leave by staff due to his behaviour, including where he has been abusive towards staff members. He must leave immediately when requested.
Enter any Sainsbury's store within England and Wales.
Enter any Waitrose store within England and Wales.
Enter any Boots store within England and Wales.
Run away or attempt to evade police officers when instructed to stop, including:
A uniformed police officer; or
A plain-clothes police officer who has either:
Produced a warrant card; or
Made it clear that they are a police officer.
Any breach of the Criminal Behaviour Order is a criminal offence and may result in arrest and further prosecution.
 The Met is cracking down on street crime, like shoplifting, people doing drugs and phone-snatching. We’ve put hundreds more officers on the frontlines of community crime-fighting teams, upping visible patrols in the right ‘hot spots’ so we can deter and catch criminals. We’re now arresting more than 1,000 extra criminals every month and seeing ‘neighbourhood crime’ down 14%. But we know there is more to do. That’s why we’re stepping up our use of technology, increasing our operations and working with retailers to make it less appealing for criminals to commit these crimes in the first place. If you notice anything suspicious or witness anyone shoplifting, please report it as soon as possible. These reports are invaluable in letting us build a picture of when and where shop lifters operate, meaning we can be in the right place at the right time to arrest those responsible.
