Rough sleepers using communal areas of buildings

Good afternoon all, 

I would like to bring to your attention that we have recently received a number of reports from local housing associations regarding individuals using communal areas for sleeping or shelter. These locations include hallways, stairwells, entrance areas, and bin sheds. The issue appears to be particularly prevalent in areas surrounding Hounslow Heath.

If you come across someone sleeping or taking shelter in a communal area, please do not approach or confront them yourself. While many individuals may simply be vulnerable and in need of support, there is always the potential for unknown risks to both yourself and the individual concerned.

Instead, please report the matter to the police by calling 101. If you believe the person poses an immediate risk to themselves or others, requires urgent medical attention, or there is an emergency situation, please call 999 without delay.

It is important that these incidents are reported, as on a number of occasions individuals found in communal areas have later been identified as wanted persons, missing individuals, or people in need of safeguarding and welfare interventions. Reporting concerns promptly enables the police to carry out welfare checks, assess any safeguarding needs, and ensure that support or enforcement action can be taken where necessary.

We would encourage all staff, residents, and housing providers to remain vigilant and report any concerns through the appropriate channels. Your cooperation helps to maintain the safety and wellbeing of everyone within our communities.
