Good evening Resident, On 1 July 2026, I contacted you regarding a Problem Solving Case that had been created to support efforts to secure traffic calming measures on the enclosed footpaths between the Petrol Station and Stainmore Avenue. Unfortunately, the Problem Solving Case has now been closed. Since the creation of the case, the Neighbourhood Team has continued to take positive enforcement action, including the seizure of a number of e-scooters, quad bikes and off-road motorcycles being used illegally on the footpaths around St Albans Avenue and the adjacent rugby field. Throughout the problem-solving process, we have worked closely with local councillors and the Member of Parliament's office, who have both supported the introduction of traffic calming measures. However, despite these efforts, no such measures have or will be implemented. Regrettably, evidence from similar problem-solving initiatives, including those undertaken in Ashton Hurst around Norman Road/Pollitt Avenue, has demonstrated that the local authority is unlikely to install traffic calming infrastructure along the footpath where this could impede access for disabled users, mobility aids, or parents with prams. As a result, any measures that would effectively prevent access by e-scooters, electrically assisted pedal cycles (EAPCs), off-road motorcycles and quad bikes would also adversely affect legitimate users of the footpath. Whilst we fully appreciate and share the concerns raised by local residents regarding the ongoing misuse of these pathways, it is disappointing that a long-term engineering solution has not been achievable despite the significant support received from partners, elected representatives and the local community. Nevertheless, please be assured that the Neighbourhood Team remains committed to addressing the issue of illegal vehicles on the estate and in Ashton Hurst.
