What keeps someone trapped? Sometimes changing direction is harder than it looks. A person may know that something isn't good for them, yet still find themselves returning to the same place, the same people or the same behaviour. What keeps them there? It could be addiction. It could be fear. It could be pressure from others. It could be loneliness, money worries, exploitation or simply feeling that there is nowhere else to go. And sometimes several of these things are connected. This doesn't excuse behaviour that harms others or puts a community at risk. Safety, boundaries and accountability still matter. But if we only look at the behaviour, we may miss the opportunity to understand what is keeping the cycle going. That is why good neighbourhood policing is also about listening, recognising vulnerability and working with the right partners to prevent harm. Before asking only, “Why don't they just leave?” — perhaps we should ask, “What is making it difficult to leave?” Sometimes that question is where the conversation begins.. Beyond the Surface.
