Here’s a quick update on anti-social behaviour locally. We know it can be distressing, but we’re working closely with partners to make the area safer and support residents. The Metropolitan Police are currently tackling Anti-Social Behaviour (ASB) under the Metropolitan Police Anti-social behaviour action plan which is tied to the national crime and policing act.
Key updates include:
Precision Hotspot Policing: Increased patrols in 32 high-priority town centers and high streets heavily affected by ASB and retail crime.
Strengthened Neighbourhood Teams: Every ward is mandated to have a dedicated team of at least two officers and one PCSO, along with specialized ASB officers to deal with persistent offenders.
New Legislation: The police now utilize tougher powers, including new "Respect Orders," to take swift action against prolific offenders and speed up vehicle seizures.
City-Wide PSPO Expansion
A strict, city-wide Public Spaces Protection Order (PSPO) is now in active effect across all of Westminster. This expanded mandate grants police and council officers uniform powers to instantly penalise on-street nuisance behaviours, including:
Open drug-related activity and street drinking.
Public urination and aggressive behaviour.
Aggressive begging, targeted heavily in South Westminster, Edgware Road, and the West End.
Targeted Vehicle ASB Crackdowns
The Met’s St James's and West End Neighbourhood Policing teams have launched specific night-time operations to combat car meets, street racing, and excessive vehicle noise. Focused heavily around Soho, New Bond Street, and Waterloo Place, police are actively deploying specialized traffic units to issue fines, community protection warnings, and execute vehicle seizures.
Dedicated Officers and Enhanced Surveillance
Council-Funded Met Team: A specialized unit of nine dedicated Metropolitan Police officers works directly alongside Westminster City Inspectors to track and disrupt prolific offenders.
Proactive CCTV Monitoring: Over 160 upgraded CCTV cameras are being actively monitored in known crime hotspots to provide live intelligence, which has directly resulted in dozens of rapid arrests.
Overnight Housing Patrols: Teams regularly conduct overnight sweeps of priority estates—including Lisson Green, Hallfield, Lydford, and Lillington—to gather intelligence and deter late-night disruptions.
Proactive Local Enforcement Actions
Property Full Closure Order Secured: The Westbourne SNT recently obtained a Full Closure Order on a problematic property within the ward. Supported by Westminster Council ASB officers, the team presented 20 emergency Computer Aided Dispatch (CAD) calls and 5 local resident impact statements to court, successfully changing the locks and installing Sitex security screens to permanently end persistent community disruption. Estate and Youth Safety Interventions: Police are running targeted patrols around local hotspots—specifically targeting areas near youth centres and housing blocks like the Warwick Estate and Brunel Estate. Proactive strategies include Community Protection Warnings (CPWs) and personal injunctions against prolific local ASB offenders.
E-Scooter and Phone Theft Sweeps: Alongside general ASB, current operational priorities target e-scooter enabled phone thefts. Officers are actively seizing uninsured e-scooters and running mobile phone property marking schemes backed by local ward councillors.
Community Walkabouts: Multi-agency partner walkabouts involving police, council housing managers, and city inspectors are being conducted across Westbourne hotspots to log environment issues (like fly-tipping or drug paraphernalia) and meet with residents directly.
