I wanted to provide you with an update regarding Road Safety, which people around your area have highlighted as an issue of concern on the priority survey. A joint initiative between Leeds East Neighbourhood Policing Team, Leeds City Council Parking Services and the local ward councillor Nkele Manaka has led to targeted action to address ongoing parking concerns outside Richmond Hill Academy on Clark Lane, Leeds.
In response to issues raised by parents, residents and school staff around road safety and congestion at peak times, officers from the Neighbourhood Policing Team and Parking Services carried out dedicated deployments over a three-day period between the 19th – 21st May 2026 to assess and address the concerns and issues raised.
During the deployments, a total of seven fixed penalty notices were issued, including six for parking obstructions and one for illegal parking on school zig zag markings.
These measures were taken to improve safety and ensure clear access for pedestrians, particularly at school drop-off and pick-up times.
Local officers said the activity highlights the importance of responsible parking and consideration for others, especially around schools where the safety of children and families is paramount.
Councillor Manaka was also present during the deployments on the 21st of May 2026, engaging directly with officers, school representatives, and members of the public. Issues observed and feedback received on site will be raised with relevant council departments to explore if further measures, including potential traffic calming options and longer-term solutions can be implemented to reduce risk.
The partnership approach forms part of an ongoing commitment to address concerns and improve road safety in the area, in line with the Vision Zero Strategy.
Residents, parents, guardians, and carers are being urged to plan their journeys, park responsibly and respect restrictions in place to protect young people, pedestrians, and all road users.
Further monitoring and enforcement activity will continue as part of a coordinated approach to keep the community and roads safe for all.
