I wanted to provide you with an update regarding Fraud, which people around your area have highlighted as an issue of concern on the priority survey. Premises Licence Revoked Supporting Borough Priority to Combat Retail Crime
Islington’s Local Police Licensing team has secured the revocation of the premises licence for Retail 24, 192 Goswell Road, EC1V 4DT, following a sustained investigation into serious and repeated criminal activity at the venue.
The investigation identified multiple incidents of staff handling stolen goods, significant breaches of licence conditions, and deliberate actions that undermined the licensing objectives. Enforcement action was taken in partnership with Islington Council, reflecting the borough-wide priority to combat retail crime and disrupt the onward sale of stolen goods.
Despite earlier engagement, including a formal officer panel, further serious offending occurred. Police directly witnessed staff and management purchasing stolen goods, followed by interference with CCTV evidence. This demonstrated an escalation of criminality and a clear failure to operate within the law.
Given the seriousness, persistence, and direct impact on the local community, Police Licensing applied for a Premises Licence Review under the Licensing Act 2003, citing the prevention of crime and disorder as a key licensing objective.
The Licensing Sub Committee has considered the application and revoked the premises licence, fully in line with the recommendations of Police and the Licensing Authority.
This outcome demonstrates the effective use of the Licensing Act 2003 as a tool to support Islington’s strategic commitment to combating retail crime, disrupting organised criminal activity, and maintaining confidence in the lawful operation of licensed premises across the borough.
