Aggressive Beggar - Criminal Behaviour Order granted |

On Friday 30th January 2026 PC Walden of Grove ward managed to get a criminal behaviour order granted by City of Westminster Magistrates Court. Agnes Usana is well known to people in Hammersmith & Fulham due to her approaching people around King Street, Hammersmith Broadway, Shepherds Bush & Stamford Brook Tube station asking for money. When declined she would hit, spit, swear & make racist comments. She has been doing this for years. Police received many reports, but most victims did not want to pursue a criminal investigation, stating she really looked unwell & required help. Due to an increase in reports, I spent 2025 liaising with council community safety, hostel staff, council housing, mental health services & drug misuse services. My intention was to get these Met police partner agencies to try & offer further help. Unfortunately, her behaviour did not change. In August 2025 I discovered British Transport Police had a court case against her. PC Walden also had a victim who wanted to go to court. Agnes failed to appear at court. She was then arrested on 26th Sept 2026 by PC Mensah of Coningham ward. Agnes was sent to court in custody & was remanded in prison until mid December, when she was given bail. She pleaded guilty to the assaults. Court adjourned the sentencing hearing, waiting for reports. A number of adjournments & fail to appears later, on Friday 30th Jan 2026 Agnes was issued the CBO as part of her sentence. This means she MUST NOT 1 Approach members of the public and request money or any items 2 Engage in behaviour which causes or is likely to cause harassment, alarm, distress, nuisance or annoyance to any person including excessive noise 3 Use abusive insulting, threatening or intimidating language or behaviour towards members of the public If she does this, she can be arrested by a police officer. As part of her sentence, she was also issued a community order NOT to enter King Street for 12 months. If she is seen in King Street, probation services will be told. They decide whether or not to inform the court, who may then issue a warrant for her arrest for breaching a community order.
