It's a criminal offense that can lead to significant fines (up to £50,000), prosecution, or even prison, and you can be fined if you pay an unlicensed person to remove your waste and they dump it.
You can report it to your local council via the GOV.UK website or council websites, often requiring photos and location details, with options to track the report.
