Male on a scooter

We have had complaints of a male who keeps riding a scooter very fast on the pavement along Old Park Avenue.  He is often seen riding along Old Park Avenue towards Enfield Town at approximately 4pm. He is described as a light skinned black male, approximately 35 to 40 years old, of muscular build and he wears a hi-viz jacket.
