The Public Spaces Protection Order (PSPO) is a council order that helps us deal quickly with behaviour that harms others in certain public places. It covers things like threatening or intimidating behaviour, street drinking that causes a nuisance, misuse of substances such as nitrous oxide, aggressive begging, and public urination. It does not stop people using our parks and town centre respectfully.
Our approach is simple: we talk first and offer support where there is vulnerability. If behaviour continues or is serious, we may issue a Fixed Penalty Notice or take further action. Persistent breaches can lead to a court fine. We will use these powers fairly and explain what we are doing and why.
You will see regular patrols in the areas covered by the order. We work closely with the council and local services to fix problems, not just move them on. Safeguarding comes first whenever we see signs of risk or exploitation.
