Police successfully apply for CBO for repeat offender |

Dear resident,
A prolific shoplifter has been handed a Criminal Behaviour Order for three years following several weeks of work by policing teams in collaboration with Westminster Council, ward councillors and London Heritage Quarter.
Mr Brian Miller, already serving a prison sentence for other offences, was handed the order by a judge on 25th November 2025 with conditions not to enter the areas of Victoria Station and Victoria Street, where he had targeted businesses and stolen thousands of pounds worth of stock. Miller is also banned from every Holland and Barrett store in England and Wales and must leave any business when asked to, as per the court order.
St James's Ward Officer Constable Dawson, in court when Miller was sentenced, said: “This is a great result for us after weeks of compiling evidence including CCTV footage and witness statements. The repeated nature of Miller's offences was causing significant distress to local retail workers and this Criminal Behaviour Order will go some way alleviating the stress his crimes were causing on locals. Our work to dismantle local networks of shoplifters continues”.
