Subject: Section 35 and Section 60 Powers – Chelsea vs Ajax Fixture
The Metropolitan Police will be implementing Section 35 (Dispersal Powers) and Section 60 (Stop and Search Powers) in the vicinity of the Chelsea vs Ajax UEFA Champions League fixture this evening, covering the London Boroughs of Wandsworth, City of Westminster, Hounslow and Hammersmith & Fulham.
These powers have been authorised specifically in relation to intelligence and risk assessments connected to the football event. They are not part of routine community policing and are not directed at the general public.
The decision follows detailed planning and consultation with both clubs, UEFA, and international partners. It is based on intelligence regarding potential anti-social behaviour and public safety concerns linked to a small minority of supporters.
What This Means: • Section 35 of the Anti Social Behaviour, Crime and Policing Act 2014 allows officers to disperse individuals from a designated area if their presence is likely to contribute to crime, disorder, or ASB and allows the seizure of articles linked to that ASB. The power is used to prevent escalation and protect the public and local businesses.
• Section 60 of the Criminal Justice and Public Order Act 1994 permits stop and search without reasonable suspicion in a defined area for a limited time, aimed at preventing violence or weapon-related incidents.
These measures are precautionary and proportionate, and will be used only where necessary to maintain public safety and ensure a positive experience for all attending the match.
We want to reassure residents and businesses that these powers are targeted solely at football-related risks and will not affect day-to-day community life.
We remain committed to ensuring the safety of all, and we thank the local community for their understanding and support.
