In 2024 Insp Yu Zhang led Operation Terminos. Operation Terminos focused on Burglary, Robbery and Violence along the A5 corridor. SNT teams based out of Kilburn Police station focused on reducing the 3 primary offences covering Kilburn, Queens Park, Cricklewood & Mapesury and Brondesbury wards.
A strategy employed was to analyse past recorded crimes so as to identify those repeatedly offending within the vicinity. Police were able to identify a core group of offenders who were contributing to the majority of theft, ASB, Burglary, Robbery and drug offences. From this Criminal behaviour Orders were sought from the Courts. 9 Criminal behaviour orders (CBO) for prolific offenders that has operated around the NW6 and NW2 postcodes, have been obtained. Several more are in the process of being obtained.
A criminal behaviour order grants police the opportunity to limit/reduce/disrupt the likelihood of the convicted offender reoffending in the future. This ensure public safety, and also aids the offenders on their journey to recovery. Police are able to apply for a series of suitable conditions within a CBO which, a convicted offender, will need to adhere to. Breaches of the set conditions can result in arrest.
Below is a brief summary of 4 of the 9 individuals whom have been issued with a CBO over the past 3 years
Aaron Osei Kuffuor
Aaron was known to police for a violent robbery which occurred in Mapesbury in 2023. TFL Staff, and commuters returning home, had reported Aaron for his aggressive and persistent behaviour towards females. Aaron would make sexual remarks, and demand sexual acts from females. Aaron would board London underground and approach lone females, making the individual feel extremely uncomfortable. Aaron unwanted behaviour towards females extended towards local businesses, where he would target females whilst begging.
The following conditions were approved for Aaron’s CBO
1. Not to engage in any behaviour which causes or is likely to cause harassment, alarm, or distress to any person not of the same household. 2. Not to have in his possession in any public place any open container of alcohol. 3. Not to urinate in any public place not expressly intended for that purpose. 4. Not to loiter, within 25 metres of a train or tube station 5. Not to enter any railway station, or London Underground Station, unless in order to attend for a pre-arranged Police, Solicitor, court or medical appointment. 6. Not to beg or ask for money or food in a public place. 7. Not to expose his genitals in a public place
Patrick Barrett
Patrick was known to police for burglary, and also alcohol related anti social behaviour. Patrick would loiter in areas close to primary schools intoxicated. Patrick would start fights, and make lewd remarks. Patrick would also supply drugs within the NW2 and NW6 area. Patrick was seen attempting to draw a Nazi symbol on a Jewish war memorial
The following condition were approved for Patrick’s CBO
1. Not engage in any behaviour amounting to antisocial behaviour, i.e. in a manner which causes or is likely to cause harassment, alarm, or distress to any person not of the same household. 2. Not to have in his possession any drug paraphernalia, i.e. any crack pipes, syringes, hypodermic needles, or burnt pieces of tin foil. 3. Not have in his possession in any public place any open container of alcohol. 4. Not urinate in any public place not expressly intended for that purpose. 5. Not to leave any rubbish or litter in any place exposed to public view except in a receptacle expressly intended for that purpose. 6. Not to enter: the Willesden Green Ward; Roundwood Ward unless to attend probation by prior appointment; Cricklewood and Mapesbury Ward; and Kilburn Brent Ward as indicated by the attached map 7. Not to set up make shift camp sites or pitch tents on public footpaths 8. Not to beg or ask for money in a public place
Joel Fernando
Joel was known to police as a prolific offender. Joel committed a host of burglary offences over the past several years. Joel began committing violent shoplifting offences, in which he would threaten staff with weapons. Joel would primarily target was a known drug users, and would frequently run from police when approached.
The following conditions were approved for Joel’s CBO
1. You must not enter NW2 NW10 or NW6 3. You must not enter any CO-OP Store 4. You must not enter any supermarket while wearing any form of face covering 5. You must not be in possession of any form of drug paraphernalia including foil, stell wool, homemade pipe, cannabis grinder 6. You must not be in possession of any tools such as: hammer or screwdriver unless for work purpose
Dean Connolly
Dean Connolly is a prolific retail crime offender known to the local Police. Connolly committed numerous shoplifting, robbery and burglary offences around both Brent and Camden Boroughs with most offences committed in Kilburn /Queen’s Park/Brondesbury Park side of Brent and on Kilburn side of Camden. Connolly is a class A drug user and it is believed that he commits crime to fund his drug habit. Dean Connolly does not operate alone, he is mostly committing offences in the company of his brother Zak Connolly (prolific shoplifter, CBO issued not enter any store without means of paying) or other individuals such as William CROWE ( prolific shoplifter with CBO not to enter NW2), Danny PIPER ( prolific shoplifter CPN issued not to be in NW6), Christopher LEON (prolific shoplifter and burglar), etc. Kilburn SNT started the process of application for a CBO since September 2024 and on 10th September 2025 managed to obtain a Criminal Behaviour Order (CBO) for Dean Connolly issued by Highbury Corner Magistrates Court and has the following conditions: The following conditions were approved for Joel’s CBO
Not engage in any behaviour amounting to antisocial behaviour, i.e in a manner which causes or is likely to cause harassment, alarm, or distress to any person not of the same householdNot enter any supermarket, convenience store, off-licence or licence premises with the intention to cause harassment, alarm or distress to any person in the London Borough of BrentNot enter any supermarket, convenience store, off-licence without any form of physical methods of payment. All electronic methods of payment must be in your name.Not have in his possession any drug paraphernalia, i.e any crack pipes, syringes, hypodermic needles, tin foil and cling film.Not have in his possession any screw driver on the streetNeeds to have proof of purchases when stopped by Police when in possession with any products/alcohol and beveragesNot to enter the LONDON BOROUGH OF BRENT and CAMDEN as indicated by the attached map as all of them are the extension of the same road, A5 and all have similar issues with retail crime.Not associate with the following individuals William Owen CROWE, Danny PIPER, Christopher LEON. Not be wearing any headwear or garment which could conceal his identity when in any store.Not have in your possession no more than two receptacles of alcoholic beverages at any one particular timeNot associate with Zak CONNOLLY in a public place.
