Our city centre neighbourhood policing team often work with the Anti-Social Behaviour Action Team (ASBAT) at Manchester City Council to impose civil orders on some of our most prolific offenders. One such order, usually applied for by ASBAT and supported by GMP, is the Criminal Behaviour Order (CBO).
CBO's are extremely useful, as they are essentially custom-made offences for offenders, produced with the aim of preventing them from being able to commit further offences and reduce the harmful effect they have on the community. They are court orders approved by the courts when it is proportionate to put prohibitions on place to prevent further offending, and are only granted upon a conviction. A common prohibition included on these orders is to make it an offence for the individual in question to enter a specific area.
Yesterday morning, D relief officers Sgt Bryant and PC Gibson were in the Northern Quarter area when they came across a male they recognised. The male in question was known for being a prolific shoplifter in the city, but hadn't been seen by the local policing team for some time. Checking his details, they realised that he had a criminal behaviour order banning him from the entire city centre due to the extremely prolific nature of his offending. He was therefore committing an offence by being in the location.
He was promptly arrested for breaching his CBO and taken to custody. These sorts of arrests happen every day across the force and this is just one local example of the work going on.
