Road Safety Matters Local Priority Updates - Temple Newsam and Halton Ward

Temple Newsam and Halton Neighbourhood Policing Team continue to take a proactive and enforceable approach to Road Safety matters across the ward in line with the Vision Zero Strategy.

Following increased reports of anti-social vehicle use at Temple Newsam Park and surrounding street locations, overtime patrols were implemented to address the reported demands.

Between 11pm and 3am on the 8th and 9th May 2025, officers conducted targeted patrols across the affected locations, disrupting the anti-social vehicle nuisance and road related offences.

 

The patrols resulted in the following:

1. Eleven Traffic Offence Reports and tickets issued to motorists for driving without due care and attention.

2. Five motorists were summonsed to court for road related offences.

3. Ten Section 59 Warnings issues to motorists for driving in an anti-social manner.

4. One breach of Public Spaces Protection Order (PSPO)

5. One vehicle seized

6. Vehicles parked on the park grassland in the early hours were also requested to leave the area.

 

In addition to the targeted overtime patrols conducted, the Leeds Neighbourhoods Vehicle Anti-Social Behaviour Team (ORBT) continue to proactively deploy across the ward.

Whilst on patrol on Tuesday 13th May 2025, the Team witnessed a motorist driving in an anti-social manner in Temple Newsam, and the vehicle was seized under Section 59 and the driver already subject to nine points on their licence was reported to the courts.

An abandoned and insecure vehicle was also dealt with in the Halton Moor section of the ward.

The above actions all follow on from work conducted in April, which saw the Team supported by the Driver and Vehicle Licensing Agency deploy across the ward, resulting in five vehicle seizures for offences including no Tax, no MOT along with abandoned and insecure vehicles.

Schools parking patrols also continue to take place across the ward, between the 23rd April and the 8th May 2025, PC Roebuck issued three Fixed Penalty Notices (FPN’s) for vehicles parked on double yellow lines.

We will continue to work alongside our partner agencies and operational support teams to address the community concerns raised, ensuring other road users, pedestrians and cyclists are kept safe.

Motorists are urged to drive and park safely, considerately, and legally as failure to do so may result in legal enforcement action being taken, as part of our continued approach to eradicate the risks of harm, serious injury or death.
