Anyone can report  anti- social behaviour to the police, this can be anything from youths causing a nuisance in the street, to off road bikes to graffiti. Also you can contact the police via CrimeStoppers on 0800 555 111 or online at CrimeStoppers.uk. You don't have to give any of your personal detail if you wish to stay anonymous. You can also report anything of concern that you wish to the police  via any of these platforms.
