Warning to shoppers in the Hemel Hempstead area, we have had reports of a man dressed as a traffic enforcement officer attempting to fine people in car parks near Halfords and Tesco extra. 

One driver was asked to pay a fine using a bank card, which then went missing. Please be extremely suspicious if you are approached in this manner. 

If you are asked to pay an on-the-spot fine in a car park, decline and request a penalty notice.  If you are suspicious about the authenticity of the notice, do not pay it until you have verified it with your local council.
